It's not a civil case but a criminal in nature, need to lodge an F. I. R. u/s. 420 of I. P. C. as well as file a complaint case in court under Section 138 of N. I. Act after sending him or her a notice of demand within 15 days from the date of knowledge of stop payment.

First you have to sent one advocate notice to your client regarding stop payment by bank with a time limit to reply within 15 days and if your client does not make any reply within 15 days then you will be at liberty to file a case u/s 138 of N.I Act

Did he order stop payment ? If yes then it is not cheque bounce case. Here negotiation is the only way out . Talk to him why he stopped the payment. Negotiate with him. Try to understand what is his problem. Regards.
