Firstly lodge an assault case with jurisdiction police if his son assaulted you. Secondly send legal notice to the owner of dog seeking for damages and medical expenses. If he refuses to oblige file a suit for recovery of money and also complain to local municipal corporation that the dog has become violent and harms everyone on road

Give a complaint to local authority about biting of dog and it's problem and ask to take appropriate action against owner of dog and also ask compensation from owner of the dog, if he refuses then you can file claim petition against him
