How to file petition in NGT against noise pollution

Most of the cars/trucks/buses plying in Tamil nadu roads are fitted with high decibel horns.,which are way above the sound approved by Govt. norms. I want to take this case to National Green Tribunal bench. What are the options before me ? Pls describe how I should go ahead.
Southern bench of the NGT is in Chennai, Arumbakkam. You need to prepare evidence scientifcally substantiate your case. You could file a petition with supporting documents in the prescribed form. You could yourself represent the case in party in person.
