How to deal with issue regarding advance to purchase a land

I belongs to general cast married to schedule tribe girl. I given advance to purchase a land of schedule tribe in the name of my wife by a proper agreement. Now the seller is like playing with me. When ever I ask they say like death certificate is in process. Applied for legal hair since 6months. Now I want to know how I deal with this legally.
File a FIR in local P.S.If pmt is done then file a 1cc case annexing the agreenent.Implede all the legal heirs.Personally see the status of death and legal heir certificate.Y can force him to register in your wives name

Firstly engage an advocate from your locality and ask him to send a legal notice on the basis of your sale agreement and direct him to get ready for registration of a sale deed on receipt of balance sale consideration, failing which you will take legal action against the seller.

To purchase a land legal hair certificate is required but the land owner is not intentionally not giving effort to sale the land as per the agreement then you are advise to file civil suit to purchase the land through process of Court
