Have to remove an association board placed in front of my house

I am a slum dweller I had given my house for rent Now I want to build it properly to come into this premises. But just in its front there is a board fixed by an association On enquiry it is fount that the people who did this are not available Some tell that you can just remove it and build you premises Your self But I an confused what should I do now
If no body is available who have fixed the board of a association. You need not to worry you can remove that, but if you don't want to take any risk then inform the police and muncipality to remove it.
