How long have you been married?
If your husband belongs to Pondy, his bonafide residence in Pondy may suffice the requirement because you are going to remain in your matrimonial house in Pondy after your marriage, hence this marriage proof and the name in the ration card should enable you to apply for government job.
Where is it written that you should have resided 5 years for becoming eligible for nativity certificate. Your marriage certificate and a subsequent inclusion of name in the ration card and voter's list should be more than enough.
You may ask the VAO to give his rejection in writing after which you can represent before the Thasildar about this problem for remedy.

Get declaration from Jurisdiction District Munsiff court with relevant documents or available documents. In the absence of valid document in place court is the only place to get remedy. It will take time no doubt but it will be permanent remedy. Kindly do the same.

We have to check Pondychery local law that is it really required 5 years residence required to get obtain residency certificate.
Since Pondicherry is not a state i.e., Union so, If law strictly says 5 years then you have to wait for 5 years otherwise you can apply through the respective procedure to apply for the same.
