Environmental pollution of particles from bedding materials, advise

Several requests to owner against creation of pollution. Complains to P.C.B & Municipality to such activities - no solution. Owner's staffs are arrogant, threatens & forcefully going on activities My wife is now victims of lunch problem and others who are passing through the main road would might be victim. Like to file complain before NGT, Kolkata. How to my family & others? Ur advice.
U can very well knock the door of the NGT Kolkata for negligence of the municipality and p.c.b. you can also claim compensation as you wife is suffering due to the very issue along with other reliefs. You can file complain after paying the prescribed fees .
