Environmental litigation - should copy of case be given to respondent?

Before filing case in NGT do we need to give copy to the respondents first?
To government yes we have to give. If private party then after notice you have to send the copy of the petition with annexures if any shall be send upon admission of the case. Regarding what matter your case is all about.
In any case the copy is served after the case is heard, admitted and the judge orders issue notice.First your case should have maintainability for admission.So copy after courts direction.But you can send a lawyers notice now
No no this is not a process to give the copy to NGT .1st you have file case then your case has been admit then issue notice after that you give copy to the respondent. Till your case has not admitted how can you give you copy?
