College not providing transfer certificate, please suggest what to do?

Sir, I was studying in sinhgarh college of engineering of Solapur. I had taken admission to direct second year for mechanical engineering branch. I left the college by compliting one year because of financial issu I could not complete it I paid one year fees of 88000. I m from open cast I did Not taken any scholarships as ebc. But college not giving my Tc back. I want to complete my graduation in B. A. So please tell me the solution how to get my Tc back. Please sir I M in big trouble help me.
It is very sad to know the way the college is behaving. I would like to have more information on this matter. Do check my mail in sometime and let's take it from there so we get to a closure. Hence, please find my email and act accordingly.

The college can not refuse to grant you transfer certificate. Give an application in writing to the college asking them to give transfer certificate. If they refuse to grant it or do not respond at all then you can approach the high court for relief.

U will have to issue notice to the college and the managing committe of the college - alleging the misconduct of college authorities in not issuing you the TC.
After this also if they do not issue the TC , then u will have to knock the doors of Honble High court by seeking directions against the college and the managing committe.
