Clarifications on creamy layer classification

Candidates both parents joined govt service as class 2 officers,but one joined after the age of 41.does he come under non creamy layer.
for giving a proper answer I want some more details weather the parties belong to SC/ST/OBC and also the relevant dates of appointment/joining etc..The question is too short and did not provide any reasonable datas to answer
