Clarification on writ petition filed against State Principal Secretary

I filed writ petition on 25.05.2017 against state principal secretary, in charge principal of inter college, and ors. I am 2nd senior most lecturer having enherent qualifications. First senior most and present in charge principal doesn't have. Till now only state has submitted counter and case keep on to be likely listed like on 17/11, 24/11, 01/12, 08/12 and now on 15/12. How to get justice?

For clarification who else is supposed to file the counter now. If the state is the only opposite party then the state has finished there part. Ask your counsel to file the listing application whereby some specific date or some specific week say for example after 2 week, 4 week or like-wise will be ordered by the Hon'ble Court to fix for the case and in the mean time file your reply against the counter. When ur writ petition is already filed and listed accordingly than u have to file rejoinder affidavit against counter affidavit to deny the content which they mentioned in his counter affidavit so that pleadings should be completed and after that argued that matter accordingly
