I am making certain assumptions like it is a case filed under Protection of Women Against Domestic Violence Act that you are referring to. After the court issues Notice for summons, you have to take steps to pay the process and that is what it means. If you ask your lawyer, he/she would explain it

When the Court admits your case and orders notice for the other side, notice or summons are to be issued through the office. The expense of issuing and delivering the notice or summons is to borne by the applicant/ plaintiff/ petitioner, which means " pay the process fee and furnish the copies"..

Sir,

The steps means to take notice to the other side either by paying process fee or by taking RPAD.

In case if the earlier notice is not served or the acknowledgement of the earlier notice is not received by the court, then court will direct to take fresh steps( Notice)
