Can court permit for religious function (pooja) on election day?

Sirs, We are part of an Ayyappa Pooja Samiti. Our pooja is scheduled on 26-Nov 2017. For last 20 years last Sunday of November we have been performing it. This year we made plans well in advance but about 20-25 days back Ghaziabad Nagar Nigam elections declared and in Indirapuram it is on 26-Nov. Now when we approached DM office for our permission we have not been provided for day time (only permitted after 5 pm) whereas our program starts from morning 5.00 am. It is a programme of 100-150 member families but we are now in trouble. The question here is > as per law can't such a religious function be held on election day. If can be held, then how we go for it now. Thanks, Satheesh Kumar, Indirapuram
