Yes, if any order is passed without having any authority, the same is bad in law, inoperative and always challangable before the Court law. Also, the officer who passed the order, is liable to be prosecuted of a departmental enquiry.

As your query reveals I) order was passed by Office which is public office in terms of Article 12 of Constitution of India. II) order passed is contrary to law as passed without authority. A.1 In my considered opinion such order should be challenged before High Court invoking writ Jurisdiction Under Article 226 of Constitution of India. A.2 if there exist prima facile illegality in the order in question then such order will be stayed by high court further after hearing other side court pass order upon merits of the case. A.3

answer:-आप महोदय यह वास्तविक रूप से कैसे कह सकते है की उक्त आदेश sambhandit व्यक्ति द्वारा नही दिया गया है इस बात पर आपके पास पुख्ता प्रमाण या कोई दस्तवेज है यदि नही तो उक्त आदेश की चुनोती आप न्यालय में बगेर वास्तविक प्रमाणों के नही दे सकते किन्तु यदि आपको सिर्फ शंका है तो शंका के आदहर पर सम्भादित विभाग के उच्चाधिकारियों को इसकी शिकायत की जा सकती है साथ ही आप महोदय ने सपष्ट यह वर्णित भी नही किया है की उक्त समिति क्या कोई सहकारी समिति है या अन्य विभाग द्वारा पंजीबद्ध है वास्तविक दस्तवेज अवलोकन के बाद ही कुछ in english How can you say, Sir, how can you say that the said order has not been given by the sambhandit person? If you do not have any proof or any document on this matter, then the choice of the order can not give you actual proof in the court, but if If you are just suspicion, then the senior officials of the suspended department can be complained about the question of doubt, and you have not even described it as clear.
