I had apply passport through tatkal scheme and passport has arrived.after that in police verification it has been seen that an bilable case(143/188/283) is pending on me which happen in 2018.can i go abroad in short period of time which is in urgent

As long as there are no restrictions imposed by police or any court order restricting you from taking a trip to a foreign country, you are free to travel. Make sure that you have not suppressed the fact about the pending case. It will be better if the pending case is closed once for all. Depending on the facts of your case it can be quashed through the High Court.

you can go with permission from the concern court. as per the new ruling from Madras High court judgement you obtain permission from court and go abroad with stipulated time. or you can approach court for speedy trial. if speedy trial you can approach high court for direction to speedy trail.
