WARRANT IN CHEQUE CASE!

We filed cheque case against the accused, she was now absconded before 1st hearing and summon also not received by her, will able to get arrest warrant? And apart from that she and her husband was arrested 4 years back in theft case IPC 454, 380 they are now in bail, if I get arrest warrant in cheque case, is it possible to get affect their bail? Due to continue criminal activity involvement?
these two cases are different one under NIA and other is under IPC. the arrest warrent shall not be issued at the first motion of the case. the person shall file a crop before the high court for direction
