PROCEDURE ,RIGHTS OF A DRAWEE IN CASE OF CHEQUE BOUNCE

A cheque was issued on my name by a drawer and later it was bounced due to insufficient funds, when i tried to encash it .I tried to contact him but he is not answering any of my calls.I am vexed of his work and Sent a legal notice through Registered post ? What If If the Drawer doesnt take the notice when sent by Post ? If he doesnt take is there any provision in law that i can physically go and serve a notice to him ? What if he had changed his address

hi
under general clauses act, you only need to demonstrate that you have sent notice to drawers last known address.
you should file the case within limitation prescribed and also file a petition for substituted service vide publication in newspaper or request the court to issue warrant to drawer through police. police will trace him
