Dear Sir, In criminal case there is limited scope to serve the summons. In Civil cases summons can be served by way of issuance of Paper Publication. Thus, you have to find out actual address of the Accused and get reissue summons to the Accused. Once served or refused then warrant will be issued against the Accused then only case can be progressed. There is no court fees to be paid in criminal cases.
