Is stopping of cheque same bounced cheque

One of the party stopped the payment as he did not intend to do payment . Can we send notice under sec 138.
yes stopping of cheque means to cheque bounce issue and 1 can send notice under section 138 of n . I . act and also can file case of the same after the period of notice expire and the same notice shall be send to the other party withhin 15 fays from the date of the reciept of the cheque bounce
