As a normal process in NIA you can file case for but if you want legal help you contact a lawyer. .

15 days notice is required to be sent through your counsel after the dishonour of the cheque and that too within the period of 30 days time thereafter you can file a complaint before the court of judicial magistrate after the lapse of 15 days notice period and again that too the complaint have to be filed within the period of 30 days
