Get the warrants issueed if summons are delivered over digital media

In 138 case, notices are delivered on address but summons are delivered through
email and WhatsApp only. Advocates are asking for physical address saying judge
would not issue warrants unless summons are delivered on address. I am certain
that other party has fled or in hiding.
If the summons are delivered through digital media recognized by court, is it
enough to issue warrant if other party do not appear in court ?
Well, Arrest Warrants can be issued without Address too legally. Arrest Warrants need to contain Name of the Person, Cognizable Offences for which he is charged under, reasons regards why arrest warrant has been issued against him, his address , email address and phone no, if address is not available, phone no and email address will suffice for issuing an arrest warrant.
