Cheque withdrawn by the drawer

Hi my Sister has participated in one of the beauty pageant wherein she had to pay 30K as Security Deposit. The SD as per the email is suppose to be refunded within 60 days. The competition was on 30 Sep and we were given a cheque dared 30th Oct for withdrawal. Now wen i enquired the bank where the cheque was submitted the bank informed that the cheque has not been cleared and handed over the memo with the returned cheque. The memo reads payment stopped by the drawer. Now plz tell me what action can I take against them to recover my money. Can a action be taken against the fact that they have stopped the payment. The last line of the memo also reads the amount has been debited to your ****** account. Plz help with ur advice

you may file police complaint agaist the said instituion. further you may requre to send demand notice for payment if failed to pay within stipulated period you have to file complaint under NI Act. Thanks a d regards
