Cheque bounced and Payee escaped dubai

Hi,
I lend money to my friend 5 laks and she gave me cheque and escaped to Dubai,
Now I make cheque bounce and going to file a case of 138 & 420,
Can I get her back to india, If so what are the steps i need to take,

if she or he already escaped to dubai, nothing can be done. if the case was filed and she or he escaped to dubai then it is possible to bring to india. to issue a notice a proper address is need then only it is possible to take further action
