Cheque Bounce & PCR, FIR, second time cheque bounce

Hi, FIR made with PCR filing on opponent. party attended police station and gave cheque along with letter, this cheque also bounced due to insufficient funds. What next strict legal action can be taken other than u/s 138, linking to PCR,FIR & Cheque Bounce.
Dear Sir,
It is nothing but cheating the Police Institution. You may ask the Police to arrest the Accused immediately and to add further sections. The Police may not take such attitude of the Accused lightly. It is better to approach Higher Police officers and also get issue a legal notice and file cheque bounce case.
