Cheque bounce case verdict time speed up what to do

My father has filed a cheque bounce case in the Year 2013 under the section 138 negotiable instruments Act.it has been 5 years but still, we have been waiting for the verdict on this case. I don't know how much more time court will take to give judgement on this? This has been delayed due to the number of reasons. sometimes accused didn't appear in court regularly and sometimes judge was absent in a court. There is end number of reasons to abscond for accused when there was a hearing in a court. Every time court has issued the warrant against the accused he did appear in the next hearing with bail and then disappear again for next few hearings. This has happened for last five years.is there any way to issue the non-bailable warrant in such a case?is there any way to speed up this process to get a verdict? The case has been filed in Ahmedabad Gujarat.

If plea has been taken in the case then there is no need to keep the accused present all the time at each hearing. His advocate may proceed with the case. So, do not waste time for his presence. Complete procedure from your side and at the time of judgement, presence of accused is necessary.
