HI,
sir you are having remedy under civil and criminal code to recover money from your friend.
first civil case
you can file money recovery suit against your friend and his father based on promissory note. civil court is the competent authority to entertain this type of cases. your friend's father is a government employee you can ask the court by way of application to attach the salary of the government employee. court will definately give this order pending the case.
second criminal case
you can file case U/S 138 of N.I. ACT against the person who given the cheques to you for the repayment of debt.
first you present the cheque to your banker and after obtaining the memo from your banker that particular cheque was bounced issue legal notice to the person within a period of one month from the date of bounce of the cheque.
wait for 15 days after receiving the notice and from the next day onwards within a period of one month you have to file complaint in the appropriate criminal court.
with regard to the fee depends on the advocate and it varies from person to person.
