Can i ask my judge to transfer case to special NI court (section 138)

05-Aug-2023 (In Cheque Bounce Law)
I have filed cased under section 138 against a company. However, few directors are absconding and we wend ahead with proclamation. We completed proclamation process more than 1.5 years back but we seems to be stuck. Judge is still looking for more reference in order to proceed with the case. We seems to be stuck. We believe it will be better if we transfer our case to Special NI court. Kindly let us know the process to do it
