Can case be filed against me for cheque bounce if I am insolvent ?

I submitted I.P.in Tirupathi civile court in the year 2009 ,the case was dismissed on 5 th December 2016 on the grounds that I was not submitted income tax returners ,in that year I have three persons empty cheques to them in the year 2008 to them ,the above bank accounts closed ,if any person can send the cheque to bank for collection what can I do now ,if they can go to court against me on cheque bounce case ,can I go to apple against my I.P in dist court ? If the limit ion period is over what can I do ?

In case of insufficiency of funds against the cheques deposited for encashment at the above banks, they will return the cheques as no money with an endorsement and Income Tax Dept., file case for having not paid the Tax and may file criminal cases on you to recover the Income Tax.
