Builder agreed to construct house took advance money and further denied, when ever we contacted him he confirmed he will pay but never paid, he also gave us 2 cheque and both of them got dishoured twice, it is more than year now, still he is telling he will pay but not paying. We don't have any other details other than his mobile no and since location is around 300 km away we could not regularly vist place and trace him

You have to find out his address. Nothing can be done without that. You can file a suit against him, assuming he wasn't registered with RERA. In fact RERA makes it much easier. Do you have an agreement? That would mention a lot of his details.
