A person lent money gave blank cheque can I file cheque bounce case

sir,i had sum of Rs.200000 due to one person ,he had a cheque of the same amount but without mentioning the date in it,than he said within a month he will be giving me the date than i can encash that cheque ,,its been more than 2 months now & he is not picking the phone now,,so i want to know that what maximum i can do in this regard & aalso very soon & he is a political person so show me the way in which he could not use his political powers.
