When rusticated from college can be eligible for govt exams

A student who got caught while impersonating and gets debarred/rusticated for 1 year, will he be eligible for government exams(UPSC, SSC CGL, Banking, Railways etc)??
Why he shall not eligible for employment. He is eligible for the offense he has done he got his punishment so he cannot be punished for the second time it amounts to double jeo pardy no one shall be punished for the same offense twice.
