How to deal with Improper use of rights by Bank Credit Card Dept

I had a running credit card & they sent another 'Dinners Club' card (I never used) w/o my consent & issued statements adding charges within the running a/c, at their own will.Over telephone I offered them several ways to solve the matter but initially they used to assure to resolve the same before the next bill with the request for continuing payment of the running card & after some months when I informed them that I'm to stop payment until the problem is solved, they changed their tune & refused to accept any liability of their faults & continued to issue statements adding different charges.Already I've nearly/more than 100 tele. conversations with them/diff. agencies on this,but all are trying to put the liability upon me & asking for settlement which is not acceptable to me at all as the whole is intentionally planted from their end & I'm not to consider the same as my fault.They've placed the matter to CIBIL & hampering my respect.Where to inform against such tortures? Pls guide.
