Bank agent has not deposited my Pay orders

I pay emi for a MNC bank for my relative. Now as I am unable to do NIFT transactions ( account does not get registered), a representative from the bank collects the pay order from me every month. Till 2017 they gave me receipts. After that they said that will not give written receipt. But will send electronic ones. With my busy work schedule I have found out only now that they have not send receipts at all. But I have bank statements for the pay orders i had given them.
Now I have been penalized for not supposedly paying for 3 months. When I produce the proof, one guy from the bank says that I also need to produce proof to show what at all happened to the money that was deducted from my account to make a pay order and not deposited." Where it is hanging," he wants me to show. Is it my work to show all this?
They are uncooperative. Whom shall I approach for this problem? How do I solve it?
1. So, the money is debited from the account but not credited towards emi payment?.
2. Did you check the authendication of the agent who collected pay-order from you?. Was he from bank or 3rd party agency?.
