Can an airmen file RTI to his unit about his illegal punishment given by adjutant

yes one can apply with a simple letter enquiring about his punishment.

they must have given him a charge sheet etc

and there must have been other communications too regarding the charges which were levelled against him.

all that record he can ask

you can pursue against the punishment u/s 26 of Air Force Act 1950 or make representation for expungement of minor punishment awarded under Air Force Rule 1969 if you feel that you have been illegally awarded punishment.
