Restrictions in armed forces of India

Is it right to restrict any armed force personal from attaining higher education qualifications by the department and also to restrict him and not to give permission to appear in the exam for a job of his desire.
For authority is allowed to restrict anybody to have further higher education. It is a constitutional right of an individual to attain higher education. Even in the army, there are various provisions which allow a personal to get a higher education

there is no such restriction but first apply for seeking such permission after which the department may give you permission for further studies. such restrictions are necessary order for the discipline and requirements of the defence forces
