Q: Paid advance towards purchase of site, owner is not returning money.

Dear Sir/Madam,we paid advance towards purchase of site in 2020, later we decided not to proceed further. However the owner is not returned a rupee till now. I filed a compliant in Jul2024. Can i proceed with cheating case against him, he always saying that this is an civil case cops are not interested in this case. Please let me know can i file Cheating as well with civil case. HI sir ,we have seen an Apartment, Can we buy a FLAT without a RERA certificate and is BBMP approved with A KATHA? The Apartment has 105 flats . What will Katha do for the individual flat, and what will the risk be for the above apartment?

Q: Construction company has not completed my house still

I gave my house construction to a construction company and we made an agreement. As per the agreement the company was supposed to complete my house on June 2024. Still the house is not completed and the quality is really bad. The company is not answering my calls and keeps giving fake promises. Should I file a cheating case in police station.
