first u collect certain proofs that your husband is in illegal relationship with someone. Take contact all contact details of your husband. then approach concern police station to lodge complaint against your husband. And include your mother and sister in law for torturing if they have knowledge that your husband is in relationship with someone mentioned that they are assisting him.

He has right to meet his childrens hence initially approach concern police station to lodge complaint against him and try to fixed the dates once/twice a week to allow your childrens to meet with him at your desired place.And ask maintenance (expences) from your husband for you and your childrens.
