Q: Cheating case on promise Mady by an institution wrt anthropology

I have joined anthropology optional test series in a institution for upsc exam but they are not lived on the promise made to us even though repeated request? Can I file petition against the institute( located in Delhi) ? If yes where can I file ( Session court or High courts) ?
