Execution of money decree against Government

I n case of money decree against Government for violation of fundamental rights, and when execution order is disobeyed, can the salary of government servant who refuse to obey the execution of money decree be attached for the realization of amount due under judgment.
Yes, Surely the matter is going for execution in that you to make an application of the government o money if give in cash that enough but not in that you have to make an attachment of property which was under the government property/possession in that you get your amount by sold of the order of the court
