what to do if Flat possession delayed so much

Dear sir I have booked a flate in bhiwadi district in builder society in 2012 but still construction not start only base ready and builder says that no money and he also change layout and entry of flate approx 800 flate is there now we 25 persons is on WhatsApp now we want to take action against builder . If we demand then builder says that six month process and refund only 90% of amount 10 will be deducted. So pls give us advice what can be do.
You can all approach the Consumer Court together in a common complaint and ask for a total refund of money along with interest and compensation. Let the builder say it in Court if he does not have money to fund and the Court will deal with it accordingly. Make sure to produce the buyer's agreement and all the receipts of money before the Court.
