Purchasing a flat that has been divided in two parts by owner

I am planning to purchase a flat. The flat has been split into two by the owner and now he is selling each part separately. Is it possible to split and sell like that and what precautions should be taken before purchasing one of the units I found that the flat is registered as one unit only in the municipal property tax records

Need to know how the flat is split in to two.
Is there a registered partition deed /gift deed through which the flat is divided in to two.
Documents required prior to registration
a) Copy of title deed of flat.
b) Building plan approval of flat.
c) Registered partition deed or Gift deed through which the flat is partitioned in to two.
d) Municipal property tax records should be mutuated in to 2. Each property tax record should contain individual names of owners of partitioned flat.
e) Also need to decide who will have the original title deed of the flat which has now been partitioned in to two.
