Lease applicant of government land in possession for 70 years

a govt.land measurement 2 acres is vacant from 70 years.70 years ago A a person applied for that on lease..govt.did not isssue any lease.some part is in the possession of applicant.some part neither used nor possess by applicant.whether applicant can claim for adverse possession.B also demanded that land on lease.land is vacant.there is no possession on vacant land.whether govt.can grant land to B on lease?
Dear sir as per your question and acording to situations govt land is your possession before 70 yrs but govt.not issue lease deed in your favour on acount adverse possession so now question is who is grant lease deed in your favour nagar palika/gram panchyat/any development authority /nagar parishad/nagar nigam because law is different for regulazation in your favour as per circular and acording to law
