Is it possible to convert the B khata plot to A khata plot

Hello, I have B Khata property. I wanted to convert it to A Khata. 1.) Is that possible to do it now? charges ? 2.) i am constructing the house now. But from BBMP demanding some money seems. Should I say i can pay betterment to get A Khata not for you? 3.) If I pay something is that will be adjustable when i pay betterment charge? Thank you
The first step to convert a B-Khata Certificate to an A-Khata Certificate is to apply for District Commissioner (DC) Conversion to convert the land from agricultural to non-agricultural use.
