harassment & extortion of money by creating new dues by CHS

I want to sell my flat and need NOC from CHS. All dues till date have been cleared. Now the CHS has come up with exorbitant dues in the name of repair work to be carried out at some future date and are withholding the NOC. Can charges @ Rs. 35/ sq. feet be levied on me? Need legal advice.
