harassment by police in construction of residential building

I've demolished my old house nd there's construction going onn for the new one but the Delhi police beat personnel r demanding bribe to let me complete my construction or they r threatening to stall my work what should I do. I won't bribe them in any case plzzzz guide me
If you have taken permission and not making any unauthorised construction then you should report to higher authorities of police against illegal demand.
Further inform local body and RWA to take up matter with concerned authorites.
