Dealer promised electricity and water but not providing what action

The question is my father have bought a plot to a Dealer & in which agreement(General Power of Attorney) the plot is residential & dealer assured to provide Electricity & Water in plot. But after 02 years there is no electricity connection and Tata power ask fo 20-30 lacs for electricity which i cann't afford for 54Yards Plot. & dealear gave no responce because Tata Power wants almost 20-30 lacs for provide electricity connection on this property. What can I do against Dealer or Tata power.
Server and legal notice through a lawyer on builder and Tata power then file case in consumer Forum for connection and also claim compensation for unfair trade practice. You can get your problem resolved.

You may file a civil suit under the specific performance as you have a legal binding agreement between you and the dealer and make a party to Tata power. The dealer will have to bear all the charges to provide the electricity.
