Also the ground and first floor work is completely not done as it is land owners share and they have a case going on between them!! only the second, 3rd and 4th floor ppl are staying. but overall it looks a shabby incomplete work!

You should file a consumer complaints and and seeking compensation against the builder or developer , who has got with you the agreement . Consult and file a appropriate suit seeking entire money back and builder not completed work within stipulated period.

Dear sir,

When there is a contract between you and the builder and when you have fulfilled your part of the contract by paying the sale consideration, then the builder is obligated to perform his part of the contract. However upon his default you or any other apartment owner/occupant has the rights to take appropriate legal action against him either in the civil court or in the consumer forum for the default/deficiency in service. For proper advice, the Advocate has to look into the agreements/contract entered into between the builder/owner and the flat purchasers.

Dilip

Dear sir,

There any many options but it depends due to want to file case against the builder, you need to decide whether you want compensation for builder or you want the builder to face conviction. First decide what you want, then approach a lawyer. Please feel free to contact me
