Owner not accepting rent or giving receipt

New building owner of masjid bunder near mandvi koliwada is not taking rent of legal tenant of Badani building in mumbai 400 003 and not giving rent reciept.
Is it a written agreement between you and the owner. Why is he not accepting the rent and what is the reason behind not collecting it. If he is not accepting the rent then how can he issue you rent receipt.
