Landlord denying NOC for tata power electricity for name change

Dear Sir / Madam , I want to Change The Name in Tata Power Electricity bill due to my father death. and my home is on pagdi base. so i visit to tata power office they told me to we need docouments of Attested copy of Death Certificate of Registered Consumer. Photo ID proof of registered consumer for signature verification Original NOC from Landlord Ownership proof of the Landlord. i called to landlord for noc from last 3 week . he was saying called me next week i m not in mumbai. how other way to change the name in tata power
