Grandmother gave room on rent but tenant is not vacating the room

My granny has given a room to stay on rent at Rs:25,that time photo pass system was that ,its almost 18 years -20 years before thing ,Case is still in discussion .The tentnant is denying & saying that this room is his only .My father is homeless & we need this property any how>Please provide us suggestion
If the house belongs to your grandmother then she can file a suit for eviction under rent control act thereby seeking eviction of tenenat
